Regulations
Any authorized instructor may appoint (upon request of authorized Diploma's from Headquarters) to the rank of Black belt at anytime, but no instructor may promote to Black belt without the signature's and approval of the Grandmaster's Counsel accompanied with testing and written exams held and issued only at the “Battle of the Masters”. All Black belts must hold the appointed rank for a period of two years and stay within Shinjimasu to receive permanent advancement to any level of Black otherwise they will be withdrawn from Shinjimasu (no exceptions)
